Foreign Office to India Office.

Foreign Office, July 26, 1912. 1 AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 18th instant, transmitting copies of telegraphic correspondence with the Govern- ment of India with regard to the restriction of direct opium shipments from India to Macao, and enquiring whether the Portuguese Government have replied to the repre- sentations made to them by His Majesty's Minister as to limiting the amount of opium to be imported into Macao.

In reply, I am to inform you that no communication has yet been received from the Portuguese Government as a result of the representations made to them.

Sir E. Grey observes that the telegram of the 8th July from the Government of India is in reply to your telegram of the 27th June, which was dispatched before the letter to you from this department of the 28th ultimo could have been received, and the views of the Government of India are therefore misleading in so far as they leave out of consideration the condition of the effective co-operation of the Portuguese authorities in limiting the importation of opium into Macao.
